LRS Achievements
1. Office and system set up

The LRS office was established in the NCDR HQ where it was operational beginning of August 2006.

The NCDR is in the process of developing its IMSMA version 4 database; however, the IMSMA was not operational when the LRS was launched hence the LRS developed its own Tech base, to facilitate and expedite setting a system to serve the objectives of the project. The LRS Tech base is fully compatible with IMSMA and all data could be converted upon the request of NCDR.

2. Human Resources mobilized and trained

The international database consultant was mobilized August 4th 2006. Four national employees were hired to fill the positions of survey Officer, two survey assistants and a GIS technician. NPA followed standard requirement processes of advertising interviewing and hiring of employees.

The newly hired employees received intensive one week training in TIA, GIS and MA; they also received on the field training where they were introduced to the SOPs of the TIA.

3. Baseline data and Gazetteer compiled

The LRS team identified 7 major information sources; NCDR, REC, Royal Geographic Centre, Ministry of statistics, Ministry of Planning, Royal Medical Services and some NGOs. All take holders and information sources were visited after identifying the type of information needed.

The following maps were updated or developed (please see annex 1 examples on updates on county maps)

  • Generate country borders


  • Update provinces


  • Generate districts which were not available and were extracted from the sub districts


  • Update sub districts


  • Every map is updated on two levels; attributes and geometry


  • Update of all villages in the Kingdom 1032.


  • All relevant information was gathered; population, gender, number of households, population density and area.


  • Affected regions divided to 4 areas; North East, Middle and Restored


  • LRS task areas were divided to 9 working areas according to logistics.


  • Updating of roads classifications and geometry


  • Updating of all health centers and hospitals


  • Updating of all schools


  • 4. Hazard areas

    East Area; REC identifies 39 active tasks. Team visited 39 tasks and was able to gather grid references for all minefields in the area.

    North area; REC identified 99 active tasks. For logistical reasons LRS divided north area to four areas of operations (please see annex 2 LRS action plan map) in this area LRS team visited and took grid references for the following:

    North area one: 54 active tasks

    North area three 12 active tasks

    North area two 33 tasks

    The team was not able to visit the remaining 18 active tasks because the REC could not identify them due to the difficult terrain in it.

    Phase 3 technical Assessment will visit north area two to gather all missing information on this area.

    Middle area; 11 active tasks were identified and grid references were gathered.

    LRS team imported 133 tasks from NPA's Wadi Araba operations.

    Total number of active tasks according to REC 282. Total number of hazard tasks identified and confirmed 264, 18 active tasks were not identified all of which are in north area 2.

    5. Impact

    After identifying all active tasks, a 3-5km buffer was drawn around the minefields to contain all mine affected communities. The buffer developed does not mean that the survey teams will only visit the communities within the buffer, the survey team will undertake false negative sampling in communities that do not fall into the buffer areas.
    Impacted communities are as follows:

    East area one: 17 impacted community
    North area one: two impacted communities
    North area two: 7 impacted communities
    North area three: 8 impacted communities
    Middle area: Three impacted communities and some Bedouin tribes

    Restored area:

    Please note that in some areas the land use is extensive though there are only few communities. The TIA team will interview landowners.

    6. MRE and Victim data

    In desk survey, LRS team undertook the task of developing a unified victim list.

    LSN, the Hashemite Society, the REC provided basic information on mine victims. However, the information currently available does not specify where the accident took place (location), date of injury or type of injury. Such information is not available with any of the NGOs mentioned above. Any new findings during the TIA will be added to the Tech base.

    Basic information was also complied regarding MRE activities that took place from 2004-2006. JRC was the only body who delivered MRE. All information was presented to NCDR in a presentation conducted on 30 September 2006.
